The problem
In Negros Oriental, there is no centralized emergency directory. No 911 equivalent that reliably works. When something goes wrong — a diving accident in Dauin, a motorcycle crash on the national highway, a medical emergency at a resort — people search Facebook groups, call the wrong numbers, or drive to the nearest hospital and hope for the best.
Tourists and expats are especially vulnerable. They don't know local numbers. They don't know which hospitals have ERs, which ambulances serve their area, or how to reach coast guard versus DRRMO.
